Liz Owen joined our board in 2014, with a background in consumer research and behavioural insight.
After starting out in commercial market research, Liz gravitated towards using qualitative research to help public sector clients understand complex policy issues from a consumer and citizen perspective. In 2010, she joined the Department of Energy and Climate Change to establish a new Customer Insight team. In the role, Liz led the development of DECC’s work on behavioural insight, working closely with the Behavioural Insights Team on a programme of leading edge randomised control trials focusing on energy efficiency.
In her current role at the Care Quality Commission, she is developing a new team focusing on using feedback from people who use health and care services to spot risk in the system – a (very) big data challenge. She is also a Governor of the Democratic Society, an independent organisation which promotes democracy and new forms of governance through citizen participation.
Liz has lived in London nearly long enough to call herself a Londoner and loves theatre, yoga, baking and pottering round North London on her bike.
